The two mods that I use to change up the Civil War are Populated Skyrim Civil War SE and Immersive Patrols. They both add extra battles and more overall content with all things Civil War related. They are both fully 100% compatible with each other and cause no issues such as lag or mod conflict as long as you don't try to use too many Civil War mods at once. Though the Empire has appeased the Aldmeri Dominion's demands, Vittoria Vici, the cousin of Emperor, states that the Empire has little love for the Dominion.
